Witke and other farmers argue they create good-paying jobs for young adults who otherwise would leave the county for the San Francisco Bay Area. She is among a handful of growers who operated quietly in Calaveras County for decades, attracted by the region's climate and proximity to the Bay Area.

"If you receive additional communications from her today in any form, related in any way to the function of her actual or presumed official duties (i.e. not personal), please inform the General Counsel."

Medical marijuana first became legal in 1996 in California for a wide range of conditions; New Mexico in 2009 became the first state specifically to include PTSD patients. States have signed on in growing numbers particularly since 2014.

In late September, deputies raided two farms that share a waterline west of Copperopolis and removed more than 300 plants. Three of the four farmers arrested were new arrivals from Minnesota. All four tended to another plot deputies raided in August.

County officials expected to receive about 250 applications by the 2016 deadline. They got 770. About 200 applications have been approved, a similar number rejected, and the others are still being processed.

It was stripped out of legislation that added six other diseases and syndromes to Georgia's law that allows certain medical cannabis oils. The chairman of the New York Senate veterans' affairs committee voted against adding PTSD to the state's program, suggesting the drug might just mask their symptoms.

"I could do this every day if I had the personnel," Calaveras County Sheriff Rick DiBasilio said during the operation near the Sierra Nevada foothills town of Copperopolis, about two hours east of San Francisco.

"We believe there is still long-term growth in the sector but many of the smaller pot companies may not survive when competition heats up."

Disney's new short film, "Olaf's Frozen Adventure," is playing in theaters ahead of the latest Pixar movie "Coco." The short, which is really a 21-minute long featurette, has sparked controversy among moviegoers who really hate the addition of an Olaf-centric story to the "Coco" experience.

But uncertainty over the scale of expected demand, selling prices that may be less attractive than the black market, initial supply hiccups, and even the chance legalization may be postponed, will weigh on the industry into 2018, analysts say.

The tribe projected as much as $2 million in monthly profits. The plans included creating a smoking lounge with a nightclub, bar and food service, and eventually an outdoor music venue. The tribe planned to use the money for community services and to provide income to tribal members.

Even if you get a license, it will be temporary - good for 120 days. In some cases, there can be a 90-day extension on top of that. DiPasquale pushed to extend New York's nearly two-year-old medical marijuana program to include post-traumatic stress. He'd qualified because of other conditions but felt the drug ease his anxiety, sleeplessness and other PTSD symptoms and spur him to focus on wellness.

Twenty-eight states plus the District of Columbia now include PTSD in their medical marijuana programs, a tally that has more than doubled in the last two years, according to data compiled by the pro-legalization Marijuana Policy Project. A 29th state, Alaska, doesn't incorporate PTSD in its medical marijuana program but allows everyone over 20 to buy pot legally.

Other places, like Kern County, have banned commercial pot activity. At the same time, San Diego is among the cities that have local rules in place and are ready for legal sales. Palm Springs is planning for cannabis lounges, where recreational pot can be smoked on site.With Canada's legalization of a multi-billion dollar marijuana industry set for next year, former police officers who once argued for mandatory jail time for minor marijuana offences are among those in line to capitalize on the change.

But the devastating 2015 wildfire helped launch the county's green rush. The fire leveled subdivisions and wooded areas, turning them into attractive farmland. Former homeowners sold their flattened lots to outside growers armed with cash and betting the county would issue permits to grow.
